Meeting Feedback
Tuesday, July 29th
Attendees:
- Blaise Alleyne
- Eron Steger
In our meeting with Joe Volpe, we discussed the implications of C-61, mainly concentrating on the effect the anti-circumvention provisions of the bill would have, and how they negate the aspects of the bill that otherwise would seem to benefit consumers (e.g. time-shifting, format-shifting). He was quite engaged in the discussion, as we went through various scenarios of how the bill would affect all the stakeholders involved, playing devil's advocate to try and understand our response to various perspectives on the issues. At the beginning of our meeting, he mentioned that he has talked to other groups on the bill including those representing libraries and educators. We spoke from our own personal perspectives, Blaise from that of a songwriter, Eron as a programmer, explaining how the legislation would negatively impact our fields.
He felt that it was important that we have representatives on the committee reviewing the bill. Although he himself is not on the committee, he said that he would help us get our representatives on the witness list. Finally, he mentioned it may be worthwhile to pressure the government to bring the bill to committee before the bill's second reading, which would allow substantive changes to be made.

Response to a constituent, Jared Alleyne
This letter was received by constituent Jared Alleyne in response to a form email:
Dear Mr. Jared Alleyne,
Thank you for your email regarding Bill C-61, the new copyright Bill. You and others (many) have identified issues in the Bill that at the very least require revisiting -- some suggest stronger measures.
I know you are probably aware that the Bill must first survive an examination at committee stage, before it will acquire the "green light" for meaningful debate in the House. As things stand now, given the adjournment and possible prorogation in September, the Bill is not likely to receive that scrutiny and may in fact, for the near future, "die on the order paper."
No matter, from a practical point of view, the issues will resurface in one way or another. And, if balance is to be struck so that consumers, creators, and distributors are all protected in a technologically changing environment, consultation should take place among all interested parties (probably most effectively through representative organizations).
I will urge the appropriate House of Commons Committee to add your organization of choice to the witness list. Please forward the name to me at (address)....
Once again, thank you for taking the time to write to me. Please do not hesitate to contact my constituency office if I can be of any assistance.
The Honourable Joe Volpe, P.C., M.P.
Eglinton-Lawrence
Canadian Chamber of Commerce
We were asked for comment on a letter Mr. Volpe's office received from the Canadian Chamber of Commerce in support of bill C-61.
